Maila Mazzone

CEO & Platform Architect — Designing digital platforms for complex environments

Computer Engineer (University of Catania, 2002), with a Master in IT Excellence — Network & System Management (UNICT, 2005), MBA Essential from the London School of Economics and Political Science (2025) and PRINCE2 Foundation certification in Project Management. Co-founder of Cloud4Business (2013), where she leads product vision and platform architectural design.

She brings 23+ years of experience in designing complex digital platforms, from requirements definition to production deployment. She has conceived and directed the development of cloud platforms for PA digital services (API-first architectures, digital identity, ACN catalogue), compliance governance and data quality systems in regulated contexts (ISO/IEC 25010, 25012), BPM + IoT platforms for digitising production and supply chain processes, environmental and climate monitoring infrastructures integrating Earth Observation and IoT sensors on edge/cloud architectures, and Digital Twin platforms for complex operational environments with high-frequency robotic telemetry ingestion. Her direct experience in designing and managing city-scale e-government platforms — with SPID, PagoPA, registry and protocol interoperability under the PO FESR Sicily 2014–2020 and PON METRO programmes — has given her specific expertise in digital service procurement, interoperability governance across heterogeneous systems and institutional stakeholder management.

Her design expertise covers the entire platform lifecycle:

Requirements, architecture and integration. Requirements engineering with a privacy-by-design approach (ISO 27001, GDPR), stakeholder mapping, translation into technical specifications (use cases, data models, API contracts). API-first microservice architectures for heterogeneous data sources (IoT, BIM, LiDAR, environmental sensors, legacy systems), high-frequency ingestion pipelines (≥10 Hz) using MQTT, REST and WebSocket protocols. Sovereign processing infrastructures (on-premise) for domains requiring full control over the data lifecycle.

Dashboards, AI and process orchestration. Near-real-time operational dashboards (latency <5 min) for operators and decision-makers, with automated reporting for audit and compliance. Integration of AI/ML modules for predictive alerting, anomaly detection and decision support in critical operational contexts. Multi-stakeholder BPM workflows for distributed activities (scheduling, escalation, retry/fallback, security events), with inter-organisational process modelling and resilient architectures (failover, disaster recovery) for mission-critical scenarios.

The variety of domains in which she has operated — e-government, manufacturing, agri-food supply chain, environmental monitoring and digital construction — each with profoundly different regulatory constraints, stakeholders and data architectures, reflects a design approach that is natively adaptable to complex, multi-disciplinary contexts.

In project contexts she serves as CEO and Project Principal for C4B, with responsibility for product vision, platform architecture, resource management and strategic oversight of C4B-led work packages.

Stefano Falcone

CTO & R&I Director — EU Project Strategy, Financial Governance and Technical Architecture

Degree in Economics (University of Catania, 2001), Statutory Auditor registered with the Italian Ministry of Justice since 2007. Co-founder of Cloud4Business (2013), where he integrates financial governance, European project strategy and technical direction.

He brings 23+ years of experience in Research and Innovation management, having served, among other roles, as Director of Ingenium (2014–2022), a non-profit research centre specialised in AI and digital technologies. In this role he developed solid expertise in multi-partner consortium governance, technical-administrative preparation of proposals for competitive programmes and identification of exploitation markets for research results.

His expertise covers three areas that ensure coherence between the technical proposal, financial sustainability and market strategy:

Financial governance and compliance. His economics background and Statutory Auditor qualification enable him to directly manage Horizon Europe lump sum budgets, person-month cost justification, TCO analysis and audit documentation — critical skills in multi-partner projects where financial coordination demands rigour and transparency.

Project strategy and market identification. His extensive experience in directing research organisations has given him a strategic vision for designing competitive proposals: from call and Work Programme analysis, to building the intervention logic (Theory of Change), to defining exploitation pathways and business models for Key Exploitable Results (KER). He has hands-on experience in defining commercial models such as Robot-as-a-Service (RaaS), Digital-Twin-as-a-Service (DTaaS) and Open API framework licensing, with freedom-to-operate and go-to-market analysis for different target market segments (General Contractors, Public Administration, industrial SMEs).

Technical architecture and data governance. Leading C4B’s technical direction has allowed him to develop hands-on expertise in designing digital platforms compliant with ISO 27001 (information security), ISO 9001 (quality), ISO/IEC 25010 (software product quality) and ISO/IEC 25012 (data quality). This technical competence is not an end in itself: it ensures that project proposals describe realistic, implementable architectures consistent with declared budgets.

In project contexts he serves as R&I Director for C4B, with cross-cutting responsibility for proposal preparation (call analysis, partnership building, Part B technical writing, lump sum budgeting), exploitation strategy (KER, business models, target markets) and data governance (ISMS, FAIR data, DMP, Open Science).

Senior Software Engineer & Technical Lead — Digital platform development and complex systems integration

Computer Engineer, with Cloud4Business since 2012, where he serves as technical lead for the development, integration and deployment of all company software platforms.

He brings 14+ years of experience in full-stack development of highly complex digital platforms, working across all domains in which C4B operates. He has developed and deployed cloud platforms for PA digital services with SPID, PagoPA, registry and protocol integrations (ACN catalogue), compliance management and data quality systems compliant with ISO/IEC 25010 and 25012 (audit trail, certification management, non-conformities, corrective actions), BPM + IoT platforms for digitising production and supply chain processes with sensor network ingestion and real-time decision dashboards, monitoring pipelines integrating Earth Observation satellite data and IoT sensors on edge/cloud architectures, and Digital Twin platforms for complex operational environments with high-frequency robotic telemetry ingestion.

His technology stack covers the entire development chain, from backend design to production deployment:

Backend, API and integration. Full-stack development in Python, Node.js/TypeScript and Java following ISO/IEC 25010 quality models (reliability, security, maintainability, portability) and ISO/IEC 25012 (accuracy, completeness, consistency and data traceability). Design and implementation of REST, WebSocket and gRPC APIs. Integration with legacy systems (ERP, SCADA, PA protocol) and industrial protocols (MQTT, OPC-UA). Event-driven microservice architectures with high-throughput message streaming.

Data, AI/ML and analytics. Relational, time-series and document databases. ETL pipelines and data quality validation. Development and deployment of AI/ML models for anomaly detection, predictive alerting, classification and time-series forecasting. Design of Large Language Model pipelines for structured information extraction from technical documentation, regulations and certifications, automated report generation and conversational decision support. MLOps pipelines for model versioning and reproducible deployment. Low-latency model serving on edge and cloud nodes. Computer vision for operational monitoring and work progress analysis.

Infrastructure, cloud/edge and security. Design and management of virtualised infrastructures on on-premise and cloud environments, Linux/Windows Server administration, multi-tenant networking and storage management. Hybrid cloud/edge architectures for intermittent connectivity contexts. ISO 27001 security policy implementation: federated authentication, granular access control (RBAC/ABAC), encryption in transit and at rest, secrets management, immutable audit trails.
